<p>I would like to thank you for the work you continue to do on behalf of USA Gymnastics and your local gymnastics community.</p>
<p>This Fall, USA Gymnastics is producing and promoting the 2012 Kellogg’s Tour of Gymnastics Champions following the Olympic Games.  Attached is a routing for the Kellogg’s Tour for your information in case you are not already aware.</p>
<p>We encourage you to get the word out to all of the local clubs to get ready for the tour by contacting the local buildings regarding tickets.  There is an early bird offer right now, which expires the end of May.</p>
<p>Also, we request your assistance and try to avoid scheduling state or regional competitions that conflict with this scheduling.  We want all of our athlete members to celebrate the London Olympic Games, and appreciate your cooperation in this regard.</p>

<p>Coaches are able to stand near the athlete (without blocking the testers view) for the safety of the athlete.</p>

<p><strong>8 Year Old Bars </strong></p>
<p>2 glide kip casts to minimum 45 degrees in a row, clear hip circle to horizontal, to glide kip cast to horizontal, to stoop back toe circle, jump to high bar to kip cast to horizontal, swing ½ turn with feet at minimum horizontal with the bar, changing one hand only (level 5 dismount).</p>
<p>1. Legs together on all casts</p>
<p>2. Option to straddle on the first glide only. All other glides are legs together.</p>
<p>3. May bend the knees on the second ½ of toe circle</p>
<p>4. Landing of final skill is not judged. The height of the swing is primary.</p>
<p><strong> </strong></p>
<p><strong>9 Year Old Bars </strong></p>

<p>Glide kip cast ½ pivot to kip cast to minimum 45 degrees, clear hip circle, back toe circle or stalder circle to above 45 degrees, to glide kip cast to horizontal to stoop back sole circle, jump to high bar to kip cast above horizontal, swing ½ turn with feet and hips above the bar finishing with both hands changed before dropping below the bar height.</p>
<p>1. Legs together on all casts</p>
<p>2. Option to straddle on the first glide only. All other glides are legs together.</p>
<p>3. A coach <span style="text-decoration: underline;">must</span> stand between the bars as the athlete moves to the high bar. Safety spot when needed. Additional matting is also recommended. </p>
<p>4. Landing of final skill is not judged. The height of the swing is primary. Alternating or simultaneous hand change.</p>
<p>Note: It is suggested the ½ turn swings be taught on a single bar with hands on coaching. Move to a regular two bar system only when the athlete is safe to do so. </p>
<p>&nbsp;</p>
<p><strong>Beam</strong></p>
<p><strong> </strong></p>
<p>Start anywhere on the beam to accommodate spacing. Low beam matting is at the bottom of the beam height.</p>
<p>&nbsp;</p>
<p><strong>8 Year Old Beam sequence </strong></p>
<p>Back walkover finish, 2 or 3 steps to split leap or switch leap, front to back cartwheel finish, standing back tuck dismount to stick. Front walkover on low beam.</p>

<p><strong>9 Year Old Beam </strong></p>

<p>It is with great sadness that I have to let you know that Pat Crawford passed away last week.  Please see information below.  It has been requested that memorial contributions may be made to Humane Society for Hamilton County, 1721 Pleasant Street, Suite B, Noblesville, IN 46060; or American Cancer Society, 5635 West 96th Street, Suite 100, Indianapolis, IN 46278, in lieu of flowers.</p>
<p>&nbsp;</p>
<p><strong><a href="http://www.randallroberts.com/fh/obituaries/obituary.cfm?o_id=1418516&amp;fh_id=12358">Patsy &#8220;Pat&#8221; Ann Crawford</a></strong><br />
(January 2, 1934 &#8211; March 8, 2012)</p>
<p><strong>Patsy &#8220;Pat&#8221; Ann Crawford</strong>, 78, of Noblesville, passed away on Thursday, March 8, 2012 at Riverview Hospital in Noblesville. She was born on January 2, 1934 to Ernest and Mabel (LaGrange) Kitterman in Noblesville.</p>
<p>Pat had been the Treasurer for the Noblesville School system for 34 years. She was a 1951 graduate of Noblesville High School; and a member of First Christian Church in Noblesville, Tri Kappa, and United States Association of Gymnastics.  For over 40 years, she was a member of the National Association of Women&#8217;s Gymnastics Judges and was Indiana State Director for 10 years.  Pat was also involved with Job&#8217;s Daughters and a member/volunteer of Oasis. She enjoyed traveling and reading; and loved dancing, music and the Arts.</p>
<p>She is survived by two daughters, Cindy (Dave) Peugh &amp; Cathy (Patrick) Dwyer; grandchildren, Angel (Chad Eastwood) Messersmith, Tim (Karen) Messersmith, Molly Dwyer; great-granddaughter, Chloe Eastwood; brothers, Ernest Kitterman Jr., David (Marsha) Kitterman; sisters-in-law, Judie (Bill) Reasner &amp; Carolyn Hanson; and nieces &amp; nephews, Kay Dougherty, Cheryl Parks, Georgia Terlaje, Kim Morgan, George Reasner &amp; Kyle Hanson.</p>
<p>In addition to her parents, she was preceded in death by husband, Charles &#8220;Jim&#8221; Crawford; son, Timothy Crawford; brother, William Kitterman; and sister, Ruth White.</p>
<p>A Celebration of Life service will be held at 1:00 pm on Saturday, March 24, 2012 at Randall &amp; Roberts Funeral Center, 1685 Westfield Road, in Noblesville. Private burial will take place at Oaklawn Memorial Gardens in Indianapolis, at a later date.</p>

<li style="padding-bottom: 1em;"><strong>BARS-GOLD-If a gymnast does the Level 6 dismount does she have an extra swing? <span style="color: #ff0000;">Yes, in Indiana, a deduction for an extra swing will be taken.</span> <span style="text-decoration: line-through;">No, for this year ONLY as we want to be fair to how the judges have applied this for this year to the athletes and want the communication to be clear for next year. For 2012 season, we will allow the first counter swing to be allowed and the second counter swing will be considered as part of the dismount without a deduction.</span> For 2012-2013, the gymnast will be allowed one counter swing but the second one into the dismount would count as an extra swing. The only skills that a gymnast can do after a counter swing is a straddle back, uprise, or another tap swing into another kip, long hang pullover or a dismount. This is the correct application for optional skills. </strong></li>
<li style="padding-bottom: 1em;"><strong>BEAM- SILVER- Gymnast does the Level 3 dismount. Take -0.20 for no special requirement but don’t take -0.30 as the gymnast did a dismount but at the wrong level. </strong></li>
<li style="padding-bottom: 1em;"><strong>BEAM- SILVER- A gymnast does a side handstand and falls to the ground before putting her feet back on the beam. Does she get the SR for her acro element? No, the gymnast needs to get her foot on the beam to get credit for the value part as in all optionals. </strong></li>
<li style="padding-bottom: 1em;"><strong>BEAM- SILVER- The gymnast does a cross handstand and a cross handstand swing down for a second acro skill. Can she count this for two acro skills? Yes, as the exit from the skill is different and we can count it for a second value part. </strong></li>
<li style="padding-bottom: 1em;"><strong>BEAM- PLATINUM- Do we use the criteria that lifting the leg higher than 45 degrees for the acro series level to count for an acro series? Yes, we do apply this as it is an optional rule. This applies to skills like cartwheels, round-offs etc.</strong></li>
<li style="padding-bottom: 1em;"><strong>BEAM- BRONZE AND SILVER- Do we use compulsory deductions for a ¾ handstand? Judge this as an optional skill with leg, arm and body position deductions but don’t take angle as this an acceptable angle for compulsory skills.</strong></li>
<li style="padding-bottom: 1em;"><strong>BEAM BRONZE, SILVER AND GOLD- Does the hold have to be in the code? No, the hold only has to be on one foot or two hands for two seconds. It fulfills the special requirement but does not get any value part credit as it is not in the code. This is clearly stated on the bottom of the beam chart.</strong></li>
<li style="padding-bottom: 1em;"><strong>FLOOR- BRONZE- Can straddle jumps or any B skill that meets a B criteria count for B value part and the special requirement? No, as B skills get no value part credit except for the side leap which counts as an A skill. </strong></li>
<li style="padding-bottom: 1em;"><strong>FLOOR-BRONZE- Can a round-off rebound into a back roll count as a series without the rebound breaking the series? Yes, as the rebound can be counted as part of the round-off.</strong></li>
<li style="padding-bottom: 1em;"><strong>FLOOR SILVER- The gymnast does a front handspring step out to</strong><strong> a front handspring to two feet for her first acro series. She</strong><strong> does a front handspring step out to a round-off for a second</strong><strong> series. Does the third handspring count for a second series? </strong><strong>No, these skills are the same as different leg positions on floor</strong><strong>. Does not make the skills different( Code of Points page 217 C-1)</strong></li>
<li style="padding-bottom: 1em;"><strong>FLOOR-GOLD- Can the same B if given value part credit be used</strong><strong> for an additional B for bonus? Yes, as they are different skills if</strong><strong> they have a different entrance or exit. Also, if a gymnast does </strong><strong>5 A’s instead of 6 and does two B’s instead of one, the B replacing</strong><strong> the A can be used for a special requirement as well as a B bonus</strong><strong> skill.</strong></li>

<p>USA Gymnastics is hosting the second annual nationwide invitational for Women&#8217;s Levels 4-8 and Xcel.  New this year, there will be a Level 8 team event for the finale of the Open Championships called <strong>USA Gymnastics</strong> <strong>Level 8 National Team Challenge</strong>.  The competition will be held on Sunday, June 3, 2012.  Each region will bring 8 gymnasts.  5 scores will count for team score.  The format of the meet is modified capital cup.</p>
<p><strong><span style="text-decoration: underline;">The criteria for Region 5 is as follows:</span></strong></p>
<p>1.)  Region 5 will invite the top 8 all-around gymnasts (regardless of the age group) from the 2012 Level 8 Regional Championships to participate.</p>
<p>2.)  If one or more of the top 8 all-around gymnasts decline, the invitation would be offered to the next athlete with the next highest all-around score.</p>
<p>3.)  Region 5 will pay for each gymnast&#8217;s registration fee into the competition.</p>
<p>4.)  Each gymnasts will receive a Region 5 leotard which is to be worn during competition.</p>
<p>5.)  Each gymnast&#8217;s coach(es) will receive a Region 5 t-shirt to wear during the competition.  If there is a training day, the designated coach(es) will receive a second t-shirt.</p>
<p>6.)  Each athlete/coach will be responsible for their own transportation and lodging.</p>

<p>Those who are interested in achieving certifications within the university will also have the opportunity to be pre-placed at a higher level than the entry level. These applicants must have had vast work experience/achievements and completed higher education through USA Gymnastics University.</p>
<p>Pre Placement can occur within each school, at the <strong>third and fourth tier</strong> of certification.</p>

<p>Bobbi Montanari, RACC, asked the Committee to give their opinion on the positive aspects of this year’s Regional Congress as well as areas that can be improved. </p>

<li>The volunteers were excellent.  They were always in place which allowed the Regional Administrative Committee to be relieved of the responsibility of overseeing all aspects of the Congress.</li>
<li>The signage was very informative.</li>
<li>The banquet was very heartening.</li>
<li>This year’s Congress was well rounded.</li>
<li>The banquet was inspiring.</li>

<li>The banquet ticket system is still broken.  Rachel Brazo should be the only person to accept money for tickets.  The list of people that have paid for the banquet must be provided before the banquet.  USA Gymnastics should have a place online that is separate from the Congress Registration that will allow people to register for the banquet exclusively.  There is not a simple process to allow people to purchase banquet tickets after the fact.</li>
<li>On-site registration should be in a room rather than in the hall.  The area was cramped.</li>
<li>The auction and the banquet were in need of larger rooms.  Bobbi Montanari, RACC, stated that both events will be in larger rooms next year.</li>
<li>A floor plan of the facility to show the location of the rooms should be printed in the program.</li>
<li>The atmosphere of the auction was very distracting.</li>
<li>Nina Dent feels that the states are spending more money on the states baskets for the auction than it is worth.  If the purpose of the auction is to make money and to bring people together, there are other ways.  A casino night was suggested.  Nina, Hilary Carlson, and Linda Barclay will investigate the details associated with a casino night.</li>
<li>We need to reduce the number of signed autographed posters at the auction but the silent auction items need to remain.</li>

<p> <strong>C.    </strong>Suggestions</p>

<li>The banquet can offer a plated dinner with a variety of food choices rather than a buffet style meal.  Videos of the past season could be played as dinner is being served.</li>
<li>Banquet tables should be numbered so people will know at which table they are to sit.</li>
<li>Have more people assigned to greet and direct people to the proper banquet table.</li>
<li>Schedule the banquet for more than 1½ hours.</li>
<li>Schedule the social hour from 6:00-7:00PM with the banquet beginning at 7:00PM.</li>
<li>Recognize the past Hall of Fame inductees during the banquet.</li>
<li>Display the awards that the All Star Team receives.</li>
<li>Consideration should be made for having the auction begin earlier.</li>
<li>Display the posters announcing the Regional Award Winners throughout the Congress.</li>
<li>Have the Hall of Fame inductees ring available for presentation at the banquet.  Also have their name engraved on the inside of the ring.</li>
<li>Have the Hall of Fame inductee be responsible for their presentation at the banquet.</li>
<li>Ask Jason McDonald to submit a budget to create the Hall of Fame videos.</li>
<li>Ask Hall of Fame inductees to submit videos and pictures to Jason by a date set by Jason.</li>
<li>Inform Hall of Fame inductees that they will be on the master rooming list of Rachel’s/Bobbi.</li>
<li>If air travel is needed the Hall of Fame inductee will make arrangements and submit them to the Hall of Fame Director.</li>
<li>The Hall of Fame Director shall do a follow-up call to the inductees after sufficient time has been given for the announcement letter to arrive.</li>
<li>Encourage different people to present at Regional Congress.  Some possible presenters would be Casey Wright and Michelle Hart, Todd Gardiner, Laurie Reed, Laurie Koch from Olympia in Michigan, Cassie Rice, Barry Keelie from Midland, Jim Jarrett on philosophy, Dr. Larry Nassar, Chris Burdette, and someone from St. Vincent Sports Medicine.</li>
<li>Develop a history page on the Regional website.  Thanks to Kristin for our awesome new website.</li>

<p><strong>IV.  2012 REGIONAL MEET BIDS</strong></p>
<p>There were two bids for each of the Regional Meets.  Since Linda Barclay is involved with USA Sports Production and a co-bidder on each of the Regional Meets, she removed herself from the discussion and the selection of the meet sites.  Geddert’s Twistars and Wrights Gymnastics bid on the Level 9/10 Regional Meet. </p>

<p><strong>V.  JUDGES</strong></p>
<p>Char Christensen reminded the State Chairmen to rank at least 14 judges to be submitted to her for the Regional Meet assignments.  She also reminded the State Chairmen not to consider any judge that returned their Professional Involvement Form after the deadline date.  Char distributed a list of the judges that could be considered for National Meet assignment based on their leadership role in the region.  Three are to be selected for the Level 9 Eastern Nationals and four judges are to be selected for the Junior Olympic Nationals.  After Hilary Carlson, Char Christensen, Nina Dent, and Augusta Lipsey were excused from the meeting (Kittia Carpenter will not be available for a national meet this year) the remaining Committee Members discussed and voted on the judges to represent Region 5 at the National Championships.  The following judges were chosen.</p>
